chore(sparrow-engine-python): bump 0.1.10 -> 0.1.11 — first prod cut with Windows GPU wheel (RP-19)

CI build-only run 26534138698 + testpypi run 26535843187 both verified
the Windows x86_64 GPU wheel path. TestPyPI wheel installed cleanly on a
Windows test box. Cut for prod PyPI publish.
