chore(sparrow-engine-python): bump 0.1.11 -> 0.1.12 — installer .ps1 BOM fix

Ships the fix for #11 (Windows PowerShell 5.1
parser errors on BOM-less installer .ps1 files) via the next prod-PyPI
cut. No code changes in this commit; clean version-only bump on top of
`077caf2` (the BOM fix on the three installer scripts).
