Load the necessary SDKs with Template Studio. It is never clear if or which SDK I really need. #4729

Is your feature request related to a problem? Please describe.
Using Template Studio for UWP, I am asked to load a specific older SDK for Windows. When I click the link to that SDK there are others to choose from. The install should be checking and loading any required SDKs with the download and installation of Template Studio. I have later SDKs installed already.
Describe the solution you'd like
What ever is checking to tell me to install and SDK could just as easily point me directly to start the download. Better yet, if it is known I need that SDK just install it at the same time as Template Studio. Also, clarify if later versions of the Windows SDK supersede the need for the earlier one.
