Include constant type properties in navtree

Feels like a duplicate of #52557 - the point of outline view is to be shorter/more-condensed than the file itself, so we necessarily need to elide things for that to happen.

Looking at the example here, the screen is just full of JSDoc comments. If the navtree isn't meant for this, is there a feature that gives an easy way to get a sense of all the members a type declares?
