[ WPF Gallery ] Add support for icon search using Tags for icon

Description

Currently the search in WPF Gallery for icons searches using the name of the icon only, which limits the use case, as not all people know the names of icon, and sometimes they have to go through multiple iterations just to get the right icon for their need.

That's why we need to add tags in IconsData.json and allow searching via tags as well.
