Cannot acquire developer license when installing sideload on another computer

Summary

I made a custom distro for work and I had a coworker run the Install.ps1 script. He got an error that I did not get when testing the Install.ps1 script.

Steps to Reproduce

• Create the bundle on one computer
• Transfer the bundle to another computer
• Open Install.ps1 script
• Accept UAC prompt
• (The developer Settings opens up, which is odd.)
• Error: Could not acquire a developer license. For more information, see http://go.microsoft.com/fwlink/?LinkID=252740.

Before installing this app, you need to do the following:
        - Acquire a developer license
