Why does the log recorder fail for me?

Per the CLIXML at #13166 (comment), I've been unable to get it to work, despite running Start-Process wt -Verb RunAs. Should I prepend #Requires -RunAsAdminstrator to the file, or Windows sudo to the command when I invoke it via pwsh?
