Crash occurs when Unpackaged type application in Windows Server 2019 Datacenter OS

Describe the bug

Hi Team,

In Windows Server 2019 Datacenter OS, the application is crashed when the application is changed to "Unpackaged" type by using the Custom Control. You can also be able to replicate by using the below sample.

Steps to reproduce the bug

CustomControl.zip
SimpleApp.zip

1. Open the SimpleApp project.
2. Run the project in the mentioned OS.
3. Note, the application is crashed.

Expected behavior

It should be run properly in any packaged type.
