[P0] Create Google Colab notebooks for zero-friction trial

Problem

No interactive playground exists. Developers must \git clone\ + set up locally before they can try anything. High friction = low conversion.

Proposed Fix

Create 3 Google Colab notebooks:

1. Policy Enforcement 101 — define capabilities, evaluate actions, see violations blocked
2. MCP Security Proxy — secure MCP tool calls with trust gates
3. Multi-Agent Governance — SLOs, circuit breakers, chaos testing across multiple agents

Add 'Open in Colab' badges to README and each example.

Priority

P0 — zero-friction trial is the #1 driver of adoption for developer tools.
