Cli always generates a `.aspire-bundle-version` in its parent directory

This is OK when the install path is ~/.aspire/bin. But when it is being installed in a different directory like for Winget or homebrew, maybe we should generate the file next to the binary. Or keep that contained in ~/.aspire.
