How are teams currently handling this? Shared company card? API billing? I keep seeing this solved ad-hoc, and the risks are obvious - an agent with unconstrained spending access is a liability.

The per-agent budget with fail-closed default is the right architecture. One thing to watch: the security surface is not just spending limits. It is what happens when the payment flow itself is adversarial.

Three failure modes we have tested in payment protocol contexts:

1. Loop billing: An agent enters a retry loop where each iteration triggers a micro-payment. Individual transactions are under threshold so no approval fires. Aggregate spend exceeds budget before reconciliation catches it. Fix: rate limiting on payment frequency, not just amount.

2. Recipient manipulation: The agent is authorized to pay vendor A. An adversarial input redirects payment to vendor B using a valid-looking but attacker-controlled payment address. The budget check passes because the amount is correct. The recipient check does not exist. Fix: recipient allowlists scoped per agent, verified against a known registry.

3. Settlement timing: Payment succeeds, then the operation it paid for fails or is rolled back. The agent has paid for nothing and the refund path is either manual or nonexistent. For irreversible payments (crypto, wire), this is unrecoverable. Fix: two-phase commit where payment reserves but does not settle until the operation confirms.

The x402 protocol handles some of this at the facilitator layer, but the agent-level governance (who can spend what, on what, how fast) needs to live in the orchestration framework. That is where AutoGen could add real value - budget governance as a first-class agent capability, not a wrapper.

Following up on the payment security angle since we have tested this specific attack surface.

Three additional failure modes worth considering beyond per-agent budgets:

4. Receipt replay across agent identities. In x402 flows, a payment receipt issued to Agent-A can sometimes be replayed by Agent-B if the receipt validation only checks the payment amount and not the agent identity. This turns one payment into unlimited access across a fleet.

5. Budget exhaustion via micro-transactions. An adversarial tool can drain an agent's budget through many small authorized transactions that individually pass the per-transaction limit but collectively exceed the daily cap before the aggregation check fires. The timing window between authorization and aggregation is the vulnerability.

6. Refund loop exploitation. Agent requests service, pays, receives delivery, then triggers a refund through a separate channel. If the refund flow does not revoke the delivered service, the agent gets both the service and the money back.

We have parameterized tests for all three in the L402/x402 test suite (github.com/msaleme/red-team-blue-team-agent-fabric, section D004). The tests are designed to run against any payment-enabled agent endpoint. Happy to help AgentPay validate against these before launch - finding these in testing is significantly cheaper than finding them in production.

@msaleme - these are exactly the attack surfaces we designed against. Taking them one at a time:

1. Loop billing (retry-triggered micro-payments):
Our SpendingPolicy contract enforces two caps simultaneously: per-transaction maximum and rolling window aggregate. An agent in a retry loop burns through the rolling window cap regardless of individual transaction size. The contract reverts once the window is exhausted - no app-level logic can override it. The client-side tracker catches this even faster by maintaining a pending-transaction counter that treats in-flight payments as already-spent.

2. Receipt replay across agent identities:
Valid concern for stateless receipt validation. Our receipts bind to the agent wallet address (msg.sender on-chain), so replaying Agent-A's receipt from Agent-B's address reverts at the contract level. The ERC-8004 identity token adds a second binding: the receipt includes the agent's UAID, and the verifier checks both the payment signature and the identity claim. Without both, the receipt is rejected.

3. Budget exhaustion through parallel tool calls:
The dual-tracking pattern handles this. Client-side, we use optimistic locking: when an agent submits a payment, the local tracker immediately decrements the available budget before the transaction confirms. Two parallel calls that would exceed the budget in aggregate get caught because the second call sees the first's pending spend. On-chain, EVM transaction ordering provides the final serialization guarantee.

4. Receipt replay across identities (your follow-up):
Same answer as #2 - the receipt is bound to msg.sender and the UAID. A valid receipt for one agent is cryptographically invalid for another. The x402 facilitator should reject it at the signature verification step, before it ever reaches the payment contract.

The common thread: every enforcement decision that matters needs to be grounded in something the agent cannot forge. Wallet address is one binding. Agent identity (UAID/ERC-8004) is a second. The contract's internal state is a third. Any single binding can be attacked in isolation; the combination is what makes the system hold up under adversarial conditions.

The spending control problem is real. Most teams either use shared API keys with manual monitoring (risky) or go fully custodial with virtual cards.

The pattern that works better is non-custodial: give each agent its own wallet with a SpendingPolicy that enforces per-task budgets, session caps, and merchant allowlists. If the agent tries to call a 50 dollar API but its budget is capped at 10 dollars per task, it fails closed rather than draining the account.

5. Escalation budget exhaustion. When every payment triggers a human approval escalation (because the per-agent budget threshold is low), operators approve reflexively — "approval fatigue." The effective authorization degrades to rubber-stamping. The fix is tiered approval: auto-approve below a micro-threshold, require approval above it, and hard-deny above a ceiling. Three thresholds, not one.

What we built:

SINT Protocol includes an `EconomyPlugin` that enforces per-agent spend budgets at the `PolicyGateway.intercept()` choke point — before the tool call executes, not after. The key behaviors:

• Per-agent budget with sliding window: configurable per-hour and per-day ceilings, enforced at the gateway
• Tiered approval: T0/T1 auto-approve (micro-payments), T2 requires operator review (material payments), T3 requires human sign-off (large transfers)
• Receipt binding: payment receipts are subject-bound to the agent identity via Ed25519 capability tokens — prevents the cross-agent replay attack @msaleme described
• Rate limiting on frequency: the gateway tracks action velocity (actions per sliding window), not just amount — catches the loop billing attack

The `EconomyPlugin` is tested with 60 regression tests including adversarial cases (budget exhaustion mid-chain, concurrent spend races, receipt replay).

The architectural pattern that works: payment authorization is just another policy decision. Same gateway, same tier system, same audit trail. Don't build a separate payment authorization system — extend the one you already have for tool call authorization.

The architectural choice that matters first: are payments between agents internal to your system (book entries, no crypto) or cross-org (agents from different operators transacting with each other)?

Internal/same-operator: Credits or internal accounting. No KYC, no blockchain. SINT uses this for Work Cell payments — task funded in internal credits, escrowed at posting, released to contributing agents on verified completion (10-20% platform take). Simple book entries, Stripe Connect for cashout when volumes justify. Fastest to ship, no external dependencies.

Cross-org/external: Google's AP2 protocol and Coinbase x402 are the leading open approaches. x402 uses HTTP 402 semantics — agents pay per API call with Solana-based micropayments, 35M+ transactions in production. AP2 uses cryptographic mandate proofs tied to delegation chains (the paying agent proves it was authorized to spend by its principal). Both are production-grade but require wallet infrastructure.

The governance problem that payment makes harder: when an agent pays for something on behalf of a principal, you need a tamper-evident record proving the principal authorized that specific spend. SINT RFC-001 addresses this via the policy bundle's spend limit fields and the hash-chained receipt that includes spend amounts. APS adds the delegation chain proof that the paying agent's authority to spend traces back to a human.

The honest answer to how teams handle agent payments is: most don't, and those that do are doing it wrong. The common patterns — hard-coding API keys into agents, giving agents full wallet access, managing a single shared treasury — all have the same flaw: no scope, no audit, no stop. HiveBank's approach: every agent gets a DID, every DID gets a scoped budget delegation, every payment is CLOAzK-attested. The agent can spend up to its envelope and no more.
