Regression Description

it's been a while that this didn't happen, but since about 8h ago it's impossible, but projects with libman have stopped working in the pipeline, there have been no changes and compiling from windows works perfectly, I'm using the ubuntu-22.04 pipeline
I guess the cache in azure will be damaged, any idea?

Failing for me as well with all types of agents (MS Hosted, Azure Managed DevOps and self-hosted). OS images are windows-2022 and ubuntu-22.04. Similar error messages.

This is also happening for github workflows, at least for ours. It started happening yesterday. I thought it was a transient issue, but it's been happening consistently for 15 hrs now.

Seems like the issue will address by this change to libman library: aspnet/LibraryManager#788

We've been seeing this issue for the past 10 days. First occurrence was on March 9 but has been transient until about two days ago, when all pipeline runes have been failing.

Currently working around the issue by adding a step to download the libraries, and disable libman restore using /p:LibraryRestore=false for the VS build step.

Ok, I migrate to "library": "bootstrap@4.4.1" (of course with libman package version 3.0.71 too), and visual studio and azure pipeline works ok now, thanks to all!
