[enhancement]: Document DownloadSecureFile's default value for "socketTimeout"

I first made this request in the Microsoft Developer Community and it was recommended that I raise the issue here.

The default value for the socketTimeout input of the DownloadSecureFile task is not documented.

Knowing the initial value would be useful -- it's hard to measure the impact of setting a new value if you don't know what the starting point was.
