Backport Details:
The code base is using ssize_t instead of nghttp2_ssize. nghttp2_ssize is undefined in v1.57.0. Refactored the code according to the existing code.

Patch application failed at 5th hunk because of different order.
So, Reordered error checking logic within the to ensure that fatal errors are detected and handled immediately, before other conditions like pausing or ignoring frames. Adjusted the sequence of nghttp2_is_fatal checks to prevent unnecessary processing when a fatal error has already occurred, leading to a more robust and efficient error handling path.
The similar change was done in upstream also in the following PR: nghttp2/2607
