Steps to reproduce the bug

1. clone repo w/ dev drive unchecked
2. go to clone repo page, checkbox is back

Expected result

a user unchecked the option, respect the choice

Actual result

check box resets every clone

agree it should be sticky, if the user de-selected the option it should be remembered.
