Steps to reproduce the bug

Just launch dev home and observe

Expected result

Titlebar should use latest WinUI 3's implementation, which delegate to AppWindow's implementation. Image below is latest WinUI 3 gallery's look.

Actual result

Titlebar is using old WinUI 3 custom implementation whose chrome buttons are just ugly.
