Steps to reproduce the bug

On a machine where the user doesn't have local administrator permissions, choose Python 3 for install, agree to terms, and click Set Up button.

Expected result

A prompt for me to log in as an administrator would be shown and the Python install would begin and complete successfully.

Actual result

I get an error popup that says "DevHome.SetupFlow.ElevatedServer.exe - Application Error" "The application was unable to start correctly (0xc0000142). Click OK to close the application."
