Steps to reproduce the bug

Launch DevHome. Then switch to either Dark or Light mode.

Expected result

No response

Actual result

The colors in the titlebar are off.

I fixed this issue in Project Ironsides... we should probably fix it in DevHome proper as well.

For what its worth, when WinAppSDK's 1.6 comes out of experimentation, we should move to the new titlebar control that they introduced https://learn.microsoft.com/en-us/windows/apps/windows-app-sdk/experimental-channel#new-titlebar-control.
