Steps to reproduce the bug

  1. Open Dev Home, go to "Machine configuration", "Install Applications" and do not select anything
  2. Go back to the dashboard as if you were using a widget.
  3. URI activate "ms-devhome:add-apps-to-cart?WingetURIs="x-ms-winget://winget/Microsoft.GDK.2403"" as if it came from a widget, the CMD window can simulate this.

Expected outcome: The URI activation works as intended.
Actual outcome: "Configuration in progress" message

Expected outcome: The URI activation works as intended. Dev Home should know that nothing is in the installation "shopping cart" and should take the user to the "Install Applications" page.

Actual result

Actual outcome: "Configuration in progress" message. The user needs to go back to the "Install Applications" screen and cancel out of the flow for the URI activation to work.

Note: If the user had items in the "shopping cart" then I would support this logic to preserve what was there.
