Machine configuration should tie into Dev Home navigation

Steps to reproduce the bug

Currently Dev Home's back button is hidden, since the experience within Machine configuration is awkward for the user. Since MC is all one "page" navigating "back" will bring the user outside of the MC experience altogether, which is very disorienting. MC should allow the forward and back button to move within the MC flow.

#551 has a dependency on this issue.
