Internal tool windows should have consistent look & feel

In general, all internal tool windows should have consistent look & feel. For example, possibly including:

- persist their last size & position
- default start a standard position below/offset from the parent
- default position based off the parent window
- and so on...

Also consider this together with the related #3803
