User story
As a user, I want to configure a vnet rule for Azure SQL with Kubernetes to limit access to the SQL server to only the local cluster.

Acceptance criteria

  1. When I deploy the FHIR server with Azure SQL via helm chart, I can limit access to the FHIR server to be cluster vnet only.
