Popover Component is Being Truncated

The Popover component has a truncation issue when it overflows its parent component.
The FluentMenuProvider for the Menu component is great. It renders menus at a proper HTML location.
I request a similar provider for the Popover, perhaps named FluentPopoverProvider. This could solve the truncation problem by rendering Popover content in a better HTML location, improving usability.
Please consider this request and let me know your thoughts.

Please show some concrete examples of how/where it goes wrong. Preferably with ready to run reproduction code.

The popover system for v5 is working fundamentally different. I don't think we are going to invest significantly in this v4 function anymore.
