Update openai library for sample 08 (building-search-application) openai>=0.28.0,<0.29.0

in generative-ai-for-beginners\08-building-search-applications\scripts\requirements.txt
there is openai>=0.28.0,<0.29.0

Is there a reason for restricting to 0.29.0 ?
the openai library is now at 1.37... so should we update to at least 1.x ?

I could create a MR if necessary
