Project builds every time even without any change

I have a WinUI 3 project. Even if I don't make any change, it builds again. Is this a known issue or is my configuration wrong?

I "Start without Debugging", the process runs. Then I start with debugging without making any change. It again tries to build and tries to overwrite the process exe which is already running and throws "File is locked" error.

I had a similar problem, in another type of project, and I found out it was because one file property was set to "copy always", I changed to "copy if newer" and problem solved, maybe could be the same for you.

Thanks. I tried. But didn't work unfortunately. Replaced all "Always" to "PreserveNewest" like below in the project file.
