What do you specifically mean by bare metal in this context?
MsQuic can run outside of a VM without issue and has very few dependencies in general, so you should be able in most environments with a Windows or Linux-like networking stack.
Assuming you are on Linux, you will need OpenSSL, and depending on build options, you may need lttng, xdp or libnuma.
