Most likely it was because your VC Runtime version was too old. If you could put it into a debugger(for example, Visual Studio), the debugger can tell you where msvcp140.dll was loaded. Then right click the file and check its version number from the file properties.

Try install nightly build: https://onnxruntime.ai/docs/install/#install-onnx-runtime-gpu-cuda-12x
It will tell which DLL is missing in Windows. The feature is added recently: #24053

When PyTorch is installed, you can walkaround this issue by using onnxruntime.preload_dlls(), see:

no more DLL missing information.

I guest #24053 feature is about provider dll loading, not about onnxruntime_pybind11_state.pyd itself.

Now, it's onnxruntime_pybind11_state.pyd loading error.

my python is
Python 3.10.11
windows 11 x64 VM in Parallels Desktop on MacOS
only cpu, no cuda

I have reinstalled latest vc_redist before I installed nightly build onnx. No help.

But, python lib file \Lib\site-packages\onnxruntime\capi\onnxruntime_pybind11_state.pyd

There is "api-ms-win-core-path-l1-1-0.dll" in import table of onnxruntime_pybind11_state.pyd
And it is not in my windows.

I don't know if that is the reason, and how to install "api-ms-win-core-path-l1-1-0.dll".

I git this issue on Python 3.11, only on the Windows version of my application, same code works well in Mac. I used process monitor and profiled it, no missing DLL's. Updated VCC to latest.

@jeffheaton, from the process monitor log, could you find anything that is related to msvcp140.dll? Could you find where the msvcp140.dll was loaded from? And what's the version of the DLL? (You can locate the DLL in file explorer and right click it and check the file properties)

I have tried on python 3.11 too. It worked.

My anaconda is python 3.10.11. My test was on python 3.11 conda environment.

I found the VC Runtime diff between python 3.10 and 3.11
vc 14.27 in python 3.10
I copied VC 14.44 files to folder anaconda3\Lib\site-packages\onnxruntime\capi
It worked too on 3.10

I copied these five files :

msvcp140.dll
msvcp140_1.dll
msvcp140_2.dll
vcruntime140.dll
vcruntime140_1.dll

Conda users can upgrade their vs2015_runtime conda package to the latest, which should be enough.

Yes, it works on my python 3.10 after updateing vs2015_runtime conda package.
version of vc runtime from 14.27 to 14.42

ImportError: DLL load failed while importing onnxruntime_pybind11_state: A dynamic link library (DLL) initialization routine failed.

1. DLL is a file that houses codes and data that multiple programs can use simultaneously. DLL itself needs dependencies which houses other functionalities like printf, scanf, malloc, etc.
2. The error indicates that those dependencies might be missing.

I suggest you download from https://learn.microsoft.com/en-us/cpp/windows/latest-supported-vc-redist?view=msvc-170 . Then open python Idle afresh to run your program.
