[Build] v1.21.0 - QNNExecutionProvider dissapeared for snapdragon elite X devices

Describe the issue

With the latest build the QNNExecutionProvider doesnt show up anymore when installing onnxruntime or onnxruntime-qnn. Not sure if its for all NPUs but it definitly happens on windows 11 arm snapdragon elite x devices
