Contributors listed in the release notes on Github are incorrect

Describe the issue

For the 1.24.1 release, the contributors listed on Github are incorrect. It has some names that didn't contribute to the release and dropped some external contributors who contirbuted to the release. The process of extracting contributors list prior to a release probably needs re-visiting.
