Bug Description

Installing Power Platform Skills gives Access Denied (os error 5)

Steps to Reproduce

1. Install Git
2. Added "power-platform-skills from Market Place
3. Error when installing Model Apps Plugin from the Market Place., the error is attached.
4. This error occurs even irrespective if VS Code is run in Administration Mode or not.

Expected Behavior

It should install the Skills correctly.

Actual Behavior

Error occurs even irrespective if VS Code is run in Administration Mode or not.
