Provide additional user feedback during Language Server installation and initialization #1146

Description
Currently, when the VS Code extension is updating the language server, it takes a while to startup and the only indicator to users of the status bar that can be missed. Adding notifications with more visibility into the initialization progress (by either notifications or a progress dialog) could make it more clear.
