Warnings in API documentations

Describe the bug

I noticed that in the PRs for the Quantum API docs there are some warnings. These articles are auto generated.

Expected behavior

No warnings or suggestions by the Doc Builds.

Copying an example warning from the private repo used for API generation here:

Line 2, Column 1: [Warning-author-missing] Missing required attribute: 'author'. Add the current author's GitHub ID.
Line 2, Column 1: [Warning-ms-author-missing] Missing required attribute: 'ms.author'. Add the current author's Microsoft alias.
Line 4, Column 10: [Warning-ms-date-invalid] Invalid date format for 'ms.date': '8/27/2021 12:00:00 AM'. Must be a date in format M/D/YYYY, no more than 30 days from today.
Line 2, Column 1: [Suggestion-description-missing] Missing required attribute: 'description'.

I'm not sure the best approach for how the build pipeline should set author and ms.author given that these are automatically generated files and since we don't necessarily have access to the full git history from the docgen tool. For description and ms.date, though, the fix should be much more straightforward.

@cgranade Would you be able to select a person from your team as author and ms.author? It wouldn't nessesarily need to be the person who wrote the code.
