Process framework add step at runtime

Hi, we are using process workflow and wondering is there a way to add a step at runtime. Eg we want to define the steps in a JSON file, and at runtime add the steps to ProcessBuilder. The purpose of it is to allow users to define a workflow and execute them. Is this possible with process framework?
