Steps to reproduce the behavior

cross compile harfbuzz from macOS arm64 (host) to macOS x64 (target).

I suspect something weird is going on with the various Meson handlers, I see that nothing is generated for you for the lines

vcpkg/ports/vcpkg-tool-meson/meson.template.in

	@MESON_OBJCPP@

It also looks like nothing is generated for @MESON_OBJCPPFLAGS@ which also indicates that something is not being generated properly.

The only other port that seems to be using Meson and Objective-C/C++ is glib (like harfbuzz, the Objective C/C++ is only relevant on Apple targets).

But debugging something with as large a damage radius as the Meson build, for a platform I don't have access to, is somewhat beyond my abilities.

Ok I have managed to do some debugging of the Objective-C/C++ detection. Hopefully the new attempt works for you.
