Navigate to azure portal as escape hatch

Similar to APIM extension can we provide an action where users can go to the azure portal

@juliajuju93 this PR support user to go to azure portal, similar to APIM support on treeview for Subscription and API Center Service node, do we still add this entry point for apis, environment, profile? or more lower nodes?

Since from the portal page view, once login to the api center service, user can easily go to APis, Environments, Profile to find more details.

So if add this entry to more nodes at the lower level, the treeview will appear very complicated.
