Agent Debug Logs does not show Import/Export controls on latest stable VS Code

• VS Code Version: 1.114.0
• OS Version: macOS 26.1
• Feature (e.g. agent/edit/ask mode): agent
• Selected model (e.g. GPT 4.1, Claude 3.7 Sonnet): Not model-specific / reproducible before model selection
• Logs: Not attached yet. I can provide logs and screenshots if needed.

Steps to Reproduce:

1. Open VS Code 1.114.0 on macOS 26.1 with GitHub Copilot Chat 0.42.3 installed and enabled.
2. Open Agent Debug Logs from the Command Palette or the relevant view.
3. Open an agent debug session.
4. Check the Agent Debug Logs UI.

Expected:
Import and Export controls should be visible in Agent Debug Logs.

Actual:
The Import and Export controls are not visible at all, even though VS Code and the Copilot Chat extension are both on the latest version available in my environment.

Additional context:
I searched for existing issues in this repository before filing. I am reporting this here because the issue appears to be with the Copilot Chat experience/UI integration rather than a third-party extension conflict.
