copilot claims it does updates, just reposts same code.

I have reported the same issue before at #3328 but it seems no one is looking at this issue. At least it does not get any attention. For me Copilot in visual studio, and VS code, is useless when copilot is just reposting the same code again and again claiming it has done updates.
