Provide way to determine if running in VS Code Interactive Notebook

To be very specific, I want to see if I should enable itables for my notebooks or not. If the users are opening my notebooks in vscode, they have access to sophisticated extensions for viewing data, and enabling itables might be unnecessary.

So basically, I want to see if I should execute some code based on the notebook environment.
