Set table designer new table name as empty

This is an enhancement request left from #18159

Since this requires some bigger changes in DacFx, I am leaving it for next release.

Request:

When the table designer opens, automatically place the cursor in the Table Name textbox. This will prompt the user to immediately enter a table name, making it clear that naming the table is the first step. Instead of using a default value for the table name (e.g., "NewTable"), leave the Table Name textbox empty to encourage users to provide a meaningful name from the start.
