Database connection setting Encrypt always set back to mandatory

• MSSQL Extension Version: 1.30.0
• VSCode Version: 1.99.1
• OS Version: Windows 11 23H2

I try to add a connection to an Azure Sql Server with Encrypt setting set to Strict. Generally, adding the connection works. However, it seems the encrypt setting is set back to "Mandatory" all the time. When I click Edit connection, the encrypt setting is always back to mandatory instead of strict.

Steps to Reproduce:

1. Add a database connection (in this case Azure SQL server) via "Browse Azure"
2. Set Encrypt to "Strict"
3. Connect - generally connection connects successfully
4. Click "Edit connection"
5. Check Encrypt value
