Python vsix can be smaller

I was updating VS Code Insiders and extensions to the very latest to test the TPI but found Python extension took really long to finish. The size of the extension contributed to the slowness, by looking at what it shipped, there is some room for improvement

• remove 9460756 Jun 25 00:52 extension.js.map.disabled
• *.md files, .devcontainer files, etc
• moving jedi to a separate extension (part of the extension pack) potentially
