[insiders] [regression] VS Code asks for write access to all my private GH repos and organizations on every startup

I previously reported this issue at #284237 and it was fixed. However today I was testing some fixes in the latest Insiders, and found that the issue is come back. By simply opening the Dart-Code extension project, I am immediately prompted with this dialog:

It should not be a requirement to give VS Code full write access to all private GitHub repositories to use it as an editor. Yes, I can dismiss the dialog, but it's modal and happens on every single open.

It also happens if I just open a local folder that isn't even on GitHub.

hmm I'm not able to reproduce this. These were my steps:

• Sign in to Settings Sync: which uses a limited set of permissions - but will still be enough to use Copilot Chat (which is the state I'm thinking you're in)
• Open a folder that has a git remote of only open source GitHub repos
• I do NOT get a sign in modal
• send "hi" in chat, it responds
• Open a folder that has no git remotes
• I do NOT get a sign in modal
• send "hi" in chat, it responds

So I tried what I believe to be what you have:

• An open source repo workspace
• A non-git workspace

Can you follow these steps so that we can get more information on what's going on?

Enable trace logging

• Open the Command Palette (cmd/ctrl+shift+p)
• Run the Developer: Set Log Level... command
• To the right of Trace, click the double check mark button. ✔️ ✔️ (enables trace logging as the default)

Now wait for the issue to happen or trigger it...

Getting the logs

• Open the Command Palette again (cmd/ctrl+shift+p)
• Run the Output: Show Output Channels... command
• Choose GitHub Copilot Chat
• Copy and paste the contents of what opens in the panel in this issue (if the contents is too large, you may need to upload it as a file)

Now do the same but for the GitHub Authentication output channel.

Reverting trace logging (optional)

When we're done here, to revert the log level back to the default:

• Open the Command Palette
• Run the Developer: Set Log Level... command
• To the right of Info, click the double check mark button. ✔️ ✔️ (to set the default back to info)

Sorry for the delay. I just tested on the latest Insiders and the issue is indeed gone :)
