Stable version unavailable

composer install with "minimum-stability": "stable" outputs:

  Could not find a version of package middlewares/csv-payload matching your minimum-stability (stable). Require it with an explicit version constraint allowing its desired stability.

This package never was released as a stable version. I think you can edit your composer file adding specifically "middlewares/csv-payload": "master"

Do we have any concerns on known instability, side-effects or unexpected behavior on this package?

No concerns, it's only that we didn't need it until now so it never was released.
I have no problem to release a first version, but maybe it require some updates before publishing it, because the last commit is 5 years ago.

If you want to review the repo, update the dependencies and the test workflow (you can use any other recently updated package for reference, like https://github.com/middlewares/firewall), I'd appreciate it.

If you cannot do it, don't worry, I will do, but I don't have much time right now, so it could take a while.
