Investigate strange behavior with creation and deletion of buckets

(bug) CAM: UI doesn’t show change after deletion of a bucket or is blocking on checking connection for creating a new repo bucket
Upon deletion of a migration repo bucket the deletion wasn’t shown (was still listed)
After creation of a bucket, another bucket cannot be created and the UI is stuck on validation
Steps:
Create a new bucket AWS
Create another AWS bucket

It's not clear to me exactly what's going on here; if the underlying s3 bucket is getting deleted, or if the replication repo is deleted but still shown. Deserves some investigation to see if we can reproduce some erroneous behavior here.
