Ops: cut mta-8.2 branch and update ART repos for mta-ops downstream builds

Goal

Create a new mta-8.2 branch in mta-crane and update ART repository configuration so mta-ops downstream builds consume this branch.

Background

For the 8.2 release stream, downstream build pipelines need to pull mta-crane content from a dedicated mta-8.2 branch instead of the current default branch.

Tasks

• Create the mta-8.2 branch from the agreed source branch/commit.
• Push mta-8.2 to migtools/mta-crane.
• Update ART repositories/configuration to point mta-ops downstream builds to mta-8.2.
• Trigger/validate at least one downstream build to confirm branch pickup.
• Share links to the ART change and build verification in this issue.

Acceptance Criteria

• mta-8.2 branch exists in migtools/mta-crane.
• ART config changes are merged/applied and reference mta-8.2.
• mta-ops downstream build runs successfully using mta-8.2.
• Verification evidence is attached in comments.
