Add FastTracker Tracking Method

FastTracker does not require an expensive ReID network. Instead, it leverages geometry and scene awareness to achieve accurate and real-time tracking in complex traffic scenarios, while also effectively reducing ID switches.
It is recommended to consider including this method for comparison or experimentation.
