Add Github Job Metadata to Every Adaptive Card

By adding Github job or workflow metadata such as the run id (or whatever the number is at the end of the ./actions/runs/##### URL) to each adaptive card, the handler would have the option of updating an existing adaptive card for the same job/workflow rather than creating a new one.
