missing information about PAICE clusters

We should include some section about the procedure for Mila researchers to get access to PAICE clusters. There already was some internal communication to explain the process, but it's not shown on docs.mila.quebec.

As a general rule, we shouldn't duplicate the DRAC wiki, but there's a problem when I search for "tamia" or "PAICE" on docs.mila.quebec and I don't find any matches.

At a minimum, I would expect some information about

• where should people go to sign up,
• the fact that access is granted through their supervisor and not Yoshua himself (contrary to elsewhere for DRAC),
• Tamia being basically for Mila, and Killarney for Vector and Vulcan for AMII,
• the kind of GPUs available on PAICE clusters, and how much RGU that gives us

I guess we should add a section with a link to DRAC's documentation, at least for sign up instructions and kind of GPUs available. We don't want to keep the information up-to-date in multiple locations.

I do agree we need to highlight the differences with the Mila's main RAC allocation in our own documentation.
