Show folded indicator on empty headings

Sorry if this has been requested before. I'm using custom stars that look great with folding indicators when all headings have content inside of them. However, empty headings are treated as unfolded, which messes up the style I'm going for. Any way to expose this as a toggleable option?

This is just how Org behaves. We cannot do anything about it here.
