Is this maintained?

Is this game still maintained? If not, what are the reasons? Is it now just the sum of its mods and not worth maintaining a game?

http://amun.inchra.net/technic_game.zip is down, and when trying to clone the repo some submodules aren't found (moretrees, pipeworks, plantlife, unified_inventory)
